Hi Chet

Please find the ssh -v details :--

I logged in on linux server ls1238p using my id kanand99 and from there I am 
trying to ssh on cgysnap29503 server using s_tibco user id.

There's not enough information here for us to remotely diagnose what
appears to be a problem with cygwin on your system.
