I know it's fixed in the development branch. However the leak is still
present in the latest stable release of bash, 4.3.39. Pretty much every
recent distribution out there is shipping bash version 4.3.x so they
are all affected by the leak.

My hope was that the updated patch I'm about to send would be released
as bash43-040 in bash-4.3-patches/. Does that make sense, or am I
missing something obvious?
