I don't think anyone is disputing that it's a bug in bash.  I agree with
Eduardo's point, though, which is that there doesn't appear to be anything
special enough about this particular problem to warrant releasing patches
for versions of bash that were released seven years ago.

So it's a bug, it's been present for at least 17 years, it's extremely
rare in practice, and I will fix it.
