Not true. While POSIX has *discussed* disallowing control characters infilenames, using Unicode in filenames is fully supported on linux and windows.
Using your 'meter' as what is good/bad (what is allowed & good in filenames) unicode in function & varnames would be "as good" (as in proper) as the use of it in filenames.
