Fedora does not convert anything.  They're simply taking the
patches from bash's git repository, via git format-patch.
So there is no effort on the part of the fedora maintainers
to get patches which apply with -p1.

If fedora wanted to use the -p0 patches available on the
bash ftp server, the rpm build tools are perfectly capable
of handling them as well.

If you want patches which are -p1 for whatever reason, you
have them in git right now at no effort to Chet or anyone
else.  I think it's a non-issue either way, but in this case
you have both formats and can choose which one suits you
best.
