I don't think that's true - certainly not as much as other (related)
standards (like those for C etc).
The C standard was never based on a mission statement of being
only "descriptive". There was no expectation of it not changing.
If the POSIX standard had merely remained 'descriptive' it wouldn't
have been a problem. However, it changed to be 'prescriptive'. Other
standards, especially things like the 'C' standard were always meant to be
prescriptive.
