No and yes.

We would be prepared to review the patch and possibly accept it, but
there are some conditions.  The foremost is that you must assign the
copyright for the contribution to the FSF.  This process can be
started by filling out the attached form at the end of this email.

Another condition is that the patch works (duh) *and* that it does not
break any other ports.  Another important point is that it follows the
GNU Coding Standards as this helps to keep the code base consistent.

Basically the binutils project follows the same rules contributions as
the gcc project, so have a look at this web page for more information:

Yes, Using "-c3p" if possible please.
