Seems the patch is for binutils-HEAD, not 2.18-branch.
Unfortunately it does not apply cleanly to 2.18, most likely because of
http://sourceware.org/cgi-bin/cvsweb.cgi/src/bfd/elf.c.diff?r1=1.423&r2=1.424&cvsroot=src
