[Bug ld/11650] New: clarify documentation for -retain-symbols-file

The ld manual entry for -retain-symbols-file should mention that it does not
affect the dynamic symbol table in shared libraries.

It would also be helpful to mention that the --version-script option may be used
to control the dynamic symbol table.
