[Bug gas/19109] Cannot configure default flag_compress_debug

A couple questions:

1. What are those affected tools? Will they be fixed? When?
2. What should be the default?
3. Should the new option also affect linker? If not, do we need separate
options to control gas and ld/gold?

Since zlib-gnu compression is deprecated, tools don't have to support it and
it shouldn't be made default.

My preference is to fix those tools.  Otherwise, they may not ever be fixed.
