To repro

On a riscv64 machine

$ cd llvm-project
$ cmake -GNInja ../llvm -DCMAKE_BUILD_TYPE=Debug -DBUILD_SHARED_LIBS=ON
-DLLVM_TARGETS_TO_BUILD=RISCV -DLLVM_ENABLE_PROJECTS=clang
$ ninja clang
