I had already coded something like this but I changed my mind.  The problem is 
that the new version of
CVS doesn't really know whether the old entry in the .cvspass file applied to a 
version of CVS compiled
with a different default port or a port specified with CVS_CLIENT_PORT.

Without this hack they'll get an error message asking them to log in again.  
With it they'll get
"connection refused" or "access denied" messages which might take longer to 
diagnose.
