The umo directory does not map to any directory in your repository, so
you can't add files to it. (CVS 1.11 wouldn't have allowed you to add
the file in the first place -- you may want to consider upgrading.) If
you want it to map to a directory in the repository, you'll have to
change CVS/Repository to point to the correct directory instead of
CVSROOT/Emptydir.
