  HTTP_PROXY is not correct.

  the CVS protocol is *NOT* http.

  There are multiple HTTP proxies which will not work with such a system.
(I would argue that any proxy for which it does work is broken)

  This is wrong for end-to-end systems.

  If you wish for a general firewall/application-level-gateway traversal
protocol, then use SOCKS (v4 or v5). There are multiple ways to do this
without involving any patches to the code.

  Further, the use of $CVS_RSH to point to any arbitrary script to make
the connection really makes any of this redundant.
