cvs-1.11.1p1 doesn't create .cvspass file

cvs-1.11.1p1 doesn't create .cvspass file |

I downloaded the cvs-1.11.1p1.tar.gz and installed it
in a linux system.
When I run the cvs command,
it returns an error:
"can not open /root/.cvspass, file or directory
doesn't exist".
How can I fix it?
