I believe that was a bug either in an older version of Automake or the
way CVS used it.  What happens is that as it creates each script, it
tries to set execute permission on *all* the scripts, including the ones
it hasn't created yet.  My guess is that you have an older version of
Automake installed and that when you ran make, it decided that it needed
to rerun automake for some reason.
