We the reason(s) that we use a separate CVSROOT/passwd file are:
  - CVS users are an improper subset of UNIX users.
  - Some CVS userids are not UNIX users (role accounts).
  - user/group permissions aren't properly mananged here.

Since CVSROOT/passwd has this format we have cvsadmin 'own' (almost) all
archives in the repository.

username:cryptpass:cvsadmin

Since inetd is executing cvs as root (the parameter after 'nowait'); I
suppose (though I have never tried) inted could run cvs cvsadmin to
similar effect.
