For example:
cvs get -d 'ncbi/demo' distrib/demo
works when CVSROOT is regular path and fails if it pserver mode.

cd /var/tmp
mkdir ncbi
cvs get -d ncbi/demo distrib/demo

Seems in server mode the argument to -d is not processed right
