Actually I'm using CVS, I do have WinCVS as well, but isn't WinCVS
really just a front-end GUI for CVS?  I'm doing this from the command
line using the cvs command, and cvs -v shows the following:

C:\>cvs -v

Concurrent Versions System (CVS) 1.11.4 (client)

Copyright (c) 1989-2002 Brian Berliner, david d `zoo' zuhn,
                        Jeff Polk, and other authors

CVS may be copied only under the terms of the GNU General Public
