If we go all the way back to the beginning of the public history of
CVS, we find a set of shell scripts posted to the Usenet newsgroup
mod.sources in the year 1986 by Dick Grune.

It's easy to search Google's Usenet archive to find this posting.

It's a two part shar archive; the message ID of the first part is
122@mirror.UUCP and that of the second part is 123@mirror.UUCP.

Meta-CVS is not a CVS client. (But it's a client of the CVS client's
command line interface: a CVS client client?)
