I've given up making patches for CVS a long time ago.
But in any case my only point here was to support the OP since his complaint
was received as a "you're doing things wrong" whereas I think he's quite
right and what he's seeing is a CVS bug (it didn't help that he was
complaining about the Attic thingy whereas this Attic thingy is only
part of the symptoms).
Now I have no idea how to solve the bug and don't intend to spend much
time on it.  And indeed maybe it can't easily be solved without breaking
something else, but that doesn't make it less of a bug.
