Right.  We don't want that.
What I was suggesting was just to change the "magic branch detect logic"
rather than the content of the RCS file (the only part of the content which
we might change is the default branch, although I'm not sure how it relates
to the magic branch).  This way, it should be "obviously safe".

This is exactly what you can't do. The current logic places the text of the initial import in revision 1.1.
