Ah, in that case, you want to follow the instructions at
http://www.cvsnt.org/wiki/ReadMe with respect to using UNIX clients.
Basically, what it boils down to is changing "c:" to "/c//", so the CVSROOT
becomes:
:pserver:user@server:/c//cvs
