Well. Originally, CVS is a software of open source world. In such a 
environement, there is no need for strict control of read access. But if we 
want to use it in business world, we need this feature. I think if CVS can 
triger one script file before doing any read action, we can implement 
complicate and subtle access control.

Right. Sorry, I realized after I sent the message that the history wouldn't
do what you wanted.

As far as I can tell, history is the only hook that happens on commit, so I
don't think there's any way to do what you want.

What are you trying to accomplish? Maybe there's something else you can try.
