I'd rather you update the projects to use WinRel & WinDebug like
cvsnt.dsp does.  Then, if _those_ directories are not ignored, you can
add them to .cvsignore.  I believe I already did this on feature.

We don't usually worry about changes in the build files that don't
require users to update anything.  According to the GNU coding
standards, NEWS is *important*, user-visible changes, not an exhaustive
list of all changes, no matter how insignificant:
