stay on bug-cvs.

As no one has been spending much time maintaining these build files, I
would say that they don't have very well-defined goals.

To adapt the style we have been using for UNIX build files, I would say
that it would be best if the local build file in any given directory too
as much responsibility as possible for building files in its directory.
When in doubt, please look at what the UNIX build files are doing and
try and mimic the behavior as much as possible.
