Boy, that's going to tough on Windows.  Windows shell scripts are a pain,
and probably not a very good choice for automated file manipulation (they're
not much more than a batch file).  However, Perl is available for Windows,
and there's almost nothing to do for installation (just put the perl.exe
somewhere in the path).  Since it will only need to be run by perhaps who
would modify/commit the project files, I don't see that as a particularly
bad option.
