The patch was sent twice, first as attachment with ChangeLog entries
and patch description in message body.

Second time was "In Line Edition" with attachment contents only to
server as backup in case there was problem with attachment in first
message.

As to, "Why does this patch alter all the *.mak files?", sigh...
Why does Microsoft do anything?  

Since .dep/.mak are generated files, my best guess is the changes are
triggered by the dependency checker.  The changes are persistent in
that a modified .dsp file has ripple effect changes in .mak files that
repeat consistently.
