rsh/ssh started with incorrect arguement list

        If START_RSH_WITH_POPEN_RW is not defined rsh/ssh is started
        an incorrect aguement list.   The -l user will be after the
        hostname.  This only works if rsh/ssh has a non posix
        compliant getopt().  See the other half of the #ifdef/#else/#endif
        for how it should be done.
