As far as I understand, it is one of the stated goals, but no work has
been done on anything but the Perl CVS "lib" since the founding of hte
project.

The libcvs project does appear to have some language independent API
specifications, but I haven't tried to analyze them.  As far as a C
library is concerned, it might be easiest to work it directly into the
CVS tree itself since the code is already there and there wouldn't be
two C projects to maintain.  The libcvs API specs might be useful for
that, but I don't know.

Actually, there were two questions.  One was for some -q/-Q changes
for stable and the other was for the same for feature, but also
removing pretty much every message that went away with the -q on
stable, permanently, regardless of the specified verbosity level.

So anyhow, I mentioned in another thread that I believe Eclipse has
its own CVS client.  Thus, it only relies on the stability of the
client/server protocol specification and not the command line output.
Is there another audience you think should be notified of a change of
a commits reaction to -q?
