Hopefully.  Occassionally, when Windows is involved, they say
something along the lines of "do it yourself", but mostly they try to
support it.  We'll probably get  the nanosleep since it really just
requires <winsock.h> or, alternatively, a declaration of select() &
timeval in nanosleep.c.

If we get the gettime, I suspect it will involve more standards (C89,
C99, POSIX, etc.) than your suggestion.  If you'd like to research
whether Windows made any concessions in that department to any of the
various standards, you might be able to speed things up.  Keeping in
mind, of course, that the GNULIB folks know quite a bit more about
standards and portability than I and still often take off in
directions I didn't expect.  :)
