No, you picked the right one.  cvs.h and diff.h should be including
xalloc.h too.  I'm going to hold off on cvs.h for a few days since I
am going to roll a release soon and diff.h I'll leave to the diffutils
maintainer (Paul Eggert of GNULIB, incidentally) since it works as it is.
