The man page was packaged in a 1.11.16 src rpm that I obtained from:

I unpacked the src RPM and doc/cvs.1 contains the following:
Display usage information about the specified \fBcvs_command\fR
(but do not actually execute the command). If you don\(aqt specify
a command name, \fBcvs -H\fR displays overall help for
\fBcvs\fR, including a list of other help options.

Do not log the \fBcvs_command\fR in the command history (but execute it
anyway). see node `history\(aq in the CVS manual, for information on
command history.
