broken http redirect for cvs-1.11.17.tar.gz.sig?

Trying to access the cvs-1.11.17 tarfile signature at
https://ccvs.cvshome.org/files/documents/19/193/cvs-1.11.17.tar.gz.sig
gives me a redirection error (the url seems to point back to itself).
See below for an example, I also get a similar "file could not be
read" error accessing via Mozilla.
