problem with cvs ls command or init

Hello.
I am a beginner with CVS. Tryin gto understand it I woul dbegin step by
step.
Environment: PC on Windows NT4.0 service pack 6, administrator rights.
WINCVS release 2.0.41a


1) After installation, I run the following commands in one DOS window, and I
obtain
the error message. CVSDIAG gives the following result.

2) I cannont obtain the CVS manual (HTML error), and I notify this other
problem to the
web administrator. 

What do I need to do to start in a correctly initialized context ?
