That's not true.  The difference is that if you have a file that
exists on one end of your diff and not the other, e.g. `cvs diff
- -rBRANCH -rHEAD' where a file exists on HEAD and not BRANCH or visa
versa, CVS will output a diff for the file with -N specified but not
without it.

If you `cvs add' the file in question (you don't even need to commit
it), then CVS will add it to a local diff with -N, e.g.`cvs diff -uN
- -rBASE'.
