The LibCVS work already provides two things for anyone interested
in such an implementation.  An API is defined, and still very
open to review and changes.  Much of the work of mapping the API
to the cvsclient protocol is done, chunks of the implementation
could be done by translating the Perl code.

I've got two of the three, but of course none of us have enough time.
