Yes. ISO 8601 format is now used for 'cvs log' output and also includes
the timezone so that clients may adjust it to non-UTC if desired. This
is more consistent with the 'cvs history' command output as well.

cvs 1.12.10 will also have ISO 8601 format for local 'cvs status'
output.
