1. File "allocsa.c" exists in "lib" directory and the current best practice
is to compile source files with the project file contained in directory in
which they occur in this case "lib/libcvs.dsp".

2. File "lib/allocsa.c" isn't required for linking currently.

Do you have any information that contradicts the assertion file "lib/allocsa.c"
is NOT required for Windows build?
