[patch #4446] Set execute bits on file via `cvs admin'

Follow-up Comment #8, patch #4446 (project cvs):

One more revision, to print warnings for unrecognized long options in
UserAdminOptions and to fix a bug in the search routine.  Still needs tests &
doc.
