That's not a bad idea. I will be happy to resubmit the patch with your
recommendations:

1. Define a new keyword expansion mode , "-kks" to indicate server-side
keyword control.

2. Support an option, "DefaultKeywordExpansion=kks" in CVSROOT/config to set
the default keyword expansion mode to -kks 

Let me know if that works and I will work on rolling out changes to the
original patch ?
