After creating and defining a template file for checkins, on
checkout
the template file is only put in the top level directory.
Therefore,
at commit time, if you are in a subdirectory the template file
is not
seen in the editor, causing confusion -- because the
corresponding
validation script (from verifymsg) *is* executed.

make install cvs-1.12.13
start with no repository
cvs init
add template and script to CVSROOT; edit control files
make no changes to CVSROOT/config
create test repository with subdirectories
checkout test repository
modify files in a subdirectory
checkin there
