We have copies of cvs-1-11-20.zip and cvs-1-11-21.zip on the
ftp://ftp.gnu.org/non-gnu/cvs/binary/stable/ directory, so any
user should just be able to download from either

   ftp://ftp.gnu.org/non-gnu/cvs/binary/stable/cvs-1-11-21.zip
or
   http://ftp.gnu.org/non-gnu/cvs/binary/stable/cvs-1-11-21.zip

and use unzip or pkunzip or winzip to unpack the distribution and use
it.

Thank you for your offer to upload it again to the server, but the
number of people who can do that are limited.

People who rightly fear binaries from outside sources should also
download the OpenPGP signature file cvs-1-11-21.zip.sig and validate
the signature. I believe you will find it was signed by Jim Hyslop.
You will need to see if your web-of-trust includes his signature to
know if it was really from him, or if you trust the many posts that
he has signed with his PGP keys that he is really himself.
