Is it a problem with the sources or with the way they were built? If the
former, then the only way to get it fixed will be to release a cvs
1.12.13.1 or 1.12.14. Both of which have the new OpenPGP patch still
being shaken down, so it may be a another month yet before everything is
clean.

An interesting idea. How will this be accomplished? Using CygWin
perhaps?
You will need a shell with the following:
functions
test
eval
as well as the external utilities:
awk
cat
cp
diff
expr
find
gpg (optional)
id
mkdir
rm
rsync (optional)
sed
sleep
ssh (well, a 'remote shell' either a 'rsh' or 'ssh')
touch
tr
If those exist, then you have a chance to get the sanity.sh working.
