I dont want above step so any other method to set password.

First of all, try & understand that, above command does not set your
password. It's just the login, just same as logging-in to Yahoo mail. You
do login to Yahoo-mail to access your mails, right? similarly, you do 'cvs
login' to access cvs repository.
I don't think you can(or you should) bypass this step. :)
