Feature request: save the date a tag was applied

Hello,

I'd like to request adding in CVS the feature of saving the date a tag
was applied. This was discussed in the past:

Having this date is required in producing, at a higher-level consulting
a bug-tracker, a list of changes that occured for a particular version
of a software at a level that's higher than source changes:

People are starting to request this capability for higher-level
changeset reports, and we cannot reliably implement it in Scmbug for CVS
without this feature.
