You would do better to use the taginfo trigger or the combination of
taginfo/posttag triggers in the FEATURE (cvs 1.12.x) release of CVS to
record this timestamp data into a place of your own choosing.

As Derek mentions, if you wish to develop a patch with test cases and
documentation to CVS that does this, it would likely be accepted.

If CVS is not the correct tool for your needs, then do feel free to
investigate other tools. For example, you may wish to consider svn or
one of the other source control systems.
