Cannot complete CVS connection to repository .. cvs hangs when connected

Hello,
I apologize if this has been answered before, however I searched the
archives and could not find an answer
 
I am currently trying to get tkcs to work on my Windows XP laptop.  I
have a CVS repository on a Unix system.  TKcvs keeps locking at one
point, so I am now just trying to run the cvs commands manually to see
what the problem is.
 
(I have removed my login and system information)


        D:\CVS>cvs -tn checkout nwisweb
        -> main loop with CVSROOT=:ext:XXUSERINFO@ZZZSYSTEMINFO:/nwiscvs
        -> safe_location( where=(null) )
         -> Starting server: ssh -l XXXXX ZZZZZZZZZ cvs server

I can let that command sit for over an hour (I started it and went to
lunch) and it just hangs as noted above.  I press Control-C to break out
I am running version 1.11.22 of cvs
 
My environment variables set in XP are:
CVS_RSH=ssh
CVSROOT=:ext:XXUSERINFO@ZZZSYSTEMINFO:/nwiscvs

        cvs -v

I have no problems checking in/out workspaces on other unix systems.
Nor do I have problems checking in/out workspaces/files using
TortoiseCVS and Eclipse on my laptop.  I have only experienced this with
this cvs command (which TKCVS uses).
 
Any pointers to more documentation or ideas on what to do to resolve
this problem would be appreciated.
