WinCVS internally uses CVSNT, which is a "completely" different tool
compared to CVS. Thus, people here are not likely to be able to help
you. Instead, you might want to ask on a WinCVS list, or on the CVSNT
list:

WinCVS list:

http://groups.yahoo.com/subscribe/cvsgui

CVSNT list:

http://www.cvsnt.org/cgi-bin/mailman/listinfo/cvsnt
or, as a newsgroup:
news://news.cvsnt.org/support.cvsnt

People there know your product much better, and will be able to help
you.

Hope that helps,
Spiro.
