As your question seems to be more directed at the user interface (TortoiseCVS) than at the server, command line or client server protocol , you will need to ask folks who use your UI. BTW bug-cvs is for talking about bugs in (command line) cvs, info-cvs is for talking about problems [or even just cm concepts] using (command line) cvs, and on windows you are (usually)[1] using CVSNT as the command line version so your questions for it should go to their list.

for TortoiseCVS, WinCvs and CVSNT, you will get significantly better (and more) answers on the groups for those products.

[1] on windows if you don't know you are using cygwin, then you are probably using CVSNT... if you don't know which [cygwin|CVSNT] please ask your local guru. Cygwin cvs questions would be asked on info-cvs@nongnu.org
